Center for Strategic Analysis «SPECTRUM»
The Center was founded at the initiative of a group of independent Armenian political researchers in July 2001 as an independent, non-commercial and impartial organization.
Its foundation is stipulated by the need of filling the existing vacuum of political researches on foreign and domestic policies of the Republic of Armenia. The time has come to disclose the role and place of our state in the region, to evaluate its potential in the foreign relations, and to analyze and propose an optimal path for the realization of the internal potential of Armenia. Considering the issue of establishing a solid regional security system as the main condition for sustainable development of all states of the South Caucasus, the Center’s aim is to contribute to the pursuit of ways of peaceful settlement of ethno-political conflicts in the entire region. The experts of the Center see their task in the analysis of both regional and internal and external political processes related to the strategic interests of Armenia. They possess necessary knowledge and experience, allowing to conduct serious researches, perspective studies in the fields of internal and external policy of the Republic of Armenia, taking into account the economic, ecological and social realities of Armenia, regional and international processes, influencing its development, the challenges faced by Armenia, and to make short and long-term prognoses.
The main objectives of the Center are:
- examination and analysis of the processes promoting the sustainable political and socioeconomic development of the Republic of Armenia and the region of the South Caucasus as a whole;
- elaboration of perspective proposals, aiming at prevention and minimization of threats, endangering the development of Armenia and the region;
- working out of models and concepts for the resolution of ethno-political conflicts of the South Caucasus region on the basis of both international law and experience of conflict resolution;
- monitoring of the political, economic, social processes leading to the regional instability;
- examination of the impact of regional ethno-political conflicts on the economy, social development, stability, security of the Republic of Armenia;
- comparative analysis of new generation conflicts which have erupted in the post-Soviet area;
- working out and implementation of programs promoting regional cooperation;
- proposal of prospective models of the political and social development.
To implement the above program, the Center intends to cooperate with similar domestic and foreign structures, to exchange information and experience, to share with foreign partners its vision of political processes in the region of the South Caucasus, to participate in joint projects. The members of the Center have a wide range of international professional contacts and use their knowledge and expertise to reach the objectives of the Center. The Center is a member of the Consortium of Defense Academies Security Studies Institutes, operating within the NATO «Partnership for Peace». Close contacts have been established with the George C. Marshall European Center for Security Studies (Garmisch-Partenkirchen , Germany), the East Europe Institute at the Free University Berlin (OEI-FU), Centre for OSCE Research (Hamburg , Germany), Russian Institute for Strategic Studies (RISS, Moscow ), Center for Strategic and Political Studies (Moscow), Georgian Foundation of Strategic and International Studies (Tbilisi).
The analysts of the Center intend to use their professionalism and knowledge to promote the elaboration of the foreign policy concept and the national security doctrine of the Republic of Armenia. The establishment of stability in the region, and therefore the provision of conditions, minimizing the external threats to our state are impossible without an active participation of Armenian political researchers, whose studies should not be put on the shelf, but have a concrete practical result.
